海珠區(qū)關(guān)于強(qiáng)化社會面疫情防控措施的通告（七）

為有效阻斷疫情傳播擴(kuò)散風(fēng)險(xiǎn)，盡快實(shí)現(xiàn)社會面動態(tài)清零，切實(shí)保障廣大人民群眾生命安全和身體健康，經(jīng)研判，決定11月5日0時(shí)至11月7日24時(shí)，在海珠區(qū)全域?qū)嵭腥缦路揽卮胧?/p>

In order to curb the spread of COVID-19, achieve zero COVID-19 community transmissions, and protect people’s health and safety, Haizhu District COVID-19 Control and Prevention Command Center has made a deliberate decision to implement the following COVID-19 control and prevention measures from 0:00 on November 5 to 24:00 on November 7:

一、嚴(yán)格控制人員流動。市民除接受核酸檢測和緊急就醫(yī)等，原則上非必要不外出，不串門、不扎堆、不聚集。每戶每天安排1人分時(shí)有序外出購買生活物資或領(lǐng)取無接觸式配送物資。社區(qū)小區(qū)、城中村、產(chǎn)業(yè)園區(qū)實(shí)行封閉式管理，入口嚴(yán)格實(shí)行測溫、掃場所碼和查驗(yàn)24小時(shí)內(nèi)核酸檢測陰性證明等措施。

1. Residents’ movement shall be strictly controlled. They shall not go outdoors except for essential reasons such as PCR tests or emergency medical treatment. Please avoid social gatherings and crowded places. One person in each household can be allowed to buy daily necessities or receive contactless delivery services in the designated time slot in an orderly manner. All residential communities, villages in cities, and industrial parks shall be put under closed-off management, and measures shall be strictly implemented at the entrance such as temperature checks, venue code scanning, and checks of 24-hour negative PCR test results.

二、實(shí)行臨時(shí)交通管控。地鐵、公交暫停服務(wù)。除保障城市基本運(yùn)行、醫(yī)療、應(yīng)急和疫情防控相關(guān)的車輛在落實(shí)相應(yīng)管理措施的前提下予以通行外，其他車輛（包括電動車、自行車）原則上不流動。為保障成人高考、全國專業(yè)技術(shù)人員職業(yè)資格考試等考試考生需要，地鐵、公交車及互聯(lián)網(wǎng)租賃自行車11月5日、6日上午6時(shí)至9時(shí)正常服務(wù)，成人高考、全國專業(yè)技術(shù)人員職業(yè)資格考試等考試當(dāng)日結(jié)束后，考生由各考點(diǎn)專車轉(zhuǎn)運(yùn)疏散。

2. Temporary traffic control measures shall be implemented. Metro and bus services will be suspended. Vehicles responsible for meeting the city’s basic needs of transportation, medical service, emergencies and for COVID-19 control and prevention can be granted access to roads in accordance with relevant COVID-19 control measures. Other vehicles (including electromobiles and bikes) are required to stay put. In order to meet the needs of examinees for examinations such as the National Unified Examination for College Admissions and national professional and technician qualification tests, metros, buses, and online rental bikes will remain in operation as normal on November 5 and 6 from 6:00 to 9:00. After the end of such examinations, examinees will be transferred to specific places by designated vehicles at each site.

三、除承擔(dān)防疫任務(wù)的醫(yī)務(wù)工作者、保供人員、社區(qū)工作人員、志愿者、機(jī)關(guān)企事業(yè)單位干部職工，其他人員原則上居家辦公，或就地轉(zhuǎn)為社區(qū)志愿者，向所在社區(qū)報(bào)到，全面參與社區(qū)防疫工作和社區(qū)服務(wù)。

3. Apart from medical workers, suppliers, community staff, volunteers, and employees of government departments and public institutions responsible for COVID-19 control and prevention, in principle, other people are required to either work from home or work as volunteers in their local communities to help fight COVID-19 and serve the residents.

四、各高校、職業(yè)院校和技工院校實(shí)施封閉管理。中小學(xué)階段學(xué)校、幼兒園暫停返校及線下教學(xué)。校外培訓(xùn)機(jī)構(gòu)暫停線下教學(xué)，托育、托管機(jī)構(gòu)暫停服務(wù)。

4. Universities, technical and vocational education and training institutions will be placed under closed-off management. Primary schools, secondary schools, and kindergartens shall be closed and their in-person classes suspended. All training institutions shall suspend offline teaching, and nursery and childcare institutions shall suspend their services.

五、除保障市民生活和城市基本運(yùn)行的水、電、燃油、燃?xì)?、通訊、環(huán)衛(wèi)、糧油肉菜供應(yīng)、生活超市（含農(nóng)貿(mào)市場）、藥店、醫(yī)療機(jī)構(gòu)、餐飲類企業(yè)（只提供快遞外賣服務(wù)）等行業(yè)和場所正常運(yùn)行外，其余經(jīng)營性場所一律暫停營業(yè)。各街道、社區(qū)加強(qiáng)“場所碼”等掃碼核驗(yàn)工作，進(jìn)入以上場所須持有24小時(shí)內(nèi)核酸檢測陰性證明。

5. Apart from providers of public services such as water, electricity, fuel, gas, telecommunication, sanitation, food supplies, supermarkets (including farmers’ markets), pharmacies, medical institutions, and restaurants (takeaway and delivery services only), all businesses shall suspend operation. Subdistricts and communities shall strengthen efforts in ensuring venue code scanning. Visitors must present their 24-hour negative PCR test results before entering the above-mentioned venues.

六、全區(qū)全員核酸檢測。全區(qū)市民按照“應(yīng)檢必檢，不漏一人”的要求，參加各輪次核酸檢測，按所在街道社區(qū)通知分時(shí)段參加核酸檢測，嚴(yán)格做好個(gè)人防護(hù)，規(guī)范佩戴口罩，保持1米以上距離，檢測完畢立即返回居所。

6. District-wide mandatory PCR testing. This testing is universal and should cover every household and every individual. All residents shall follow the notifications and instructions of their subdistrict or community and get tested in the designated time slot. Residents are required to practice proper protective measures. They shall wear a mask correctly, keep a social distance of at least one meter, and return home once the testing is done.

七、各街道建立專門的服務(wù)保障隊(duì)伍，設(shè)立暖心服務(wù)熱線和醫(yī)療咨詢熱線，及時(shí)響應(yīng)市民訴求。

7. All subdistricts in Haizhu District shall establish teams to provide essential services. 24-hour service hotlines and medical consultation hotlines shall be set up to respond to residents’ demands in a timely manner.

上述措施，將根據(jù)疫情防控形勢動態(tài)調(diào)整。中、高風(fēng)險(xiǎn)區(qū)和臨時(shí)管控區(qū)繼續(xù)參照有關(guān)防疫政策執(zhí)行。對不履行主體責(zé)任、拒不執(zhí)行防疫要求造成疫情傳播的單位和個(gè)人，將依法追究法律責(zé)任。

The above management and control requirements will be adjusted dynamically according to the changing COVID-19 situation. Existing control measures will continue to be carried out in medium- and high-risk as well as temporary controlled areas. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 control requirements will be held legally responsible if their actions have led to the further spread of COVID-19.
